Mr. Biggy Ngwenya

Registrar
Mr Biggy Ngwenya is a Bulawayo-born Human Resources expert, with a track record of managing human resources in the private sector, state-owned enterprises and in the higher education sector for the past 25 years. Starting off his training in education in the 1980s, his passion for human resources materialised after he obtained a Bachelor of Science Honours in Sociology from the University of Zimbabwe. He further went on to study for a Master of Business Administration with NUST in 2010 and thereafter refined his speciality, amid various professional certificates, by obtaining a Master of Science in Human Resources Management from the Great Zimbabwe University in 2016.

Mr Ngwenya is married to Ethel, and has three children Blessing, Nicola and Andile.
Mr Ngwenya began his professional career as a teacher in1989 before assuming Deputy Principal post at the Zimbabwe Distance Education College in 1994. He then moved into the private sector in 1995 where he joined ZUPCO as a Graduate Trainee before being promoted to Personnel Manager and later in 2002 assuming the role of Group Human Resources Manager. Between 1995 and 2003, he had a brief stint at Innscor Distribution in the year 2000, where he was given the task to set up a Human Resources department including putting in place policies and procedures for the staff at Innscor. He made his final mark in the private sector at Turnall Fibre Cement when he left in 2006 for the Bulawayo Municipal Commercial Undertaking, where he managed the human resources department for three years.
  • The Registrar is the chief professional (non-financial) administration officer of the University.
  • To lead and co-ordinate the University Administration and develop policy and organisational systems.
  • To ensure the effective operation and management of the following divisions of the University, by the establishment of policy and thereafter, so far as possible, managing by exception through the appropriate second-tier administrative officers: Academic Affairs,Personnel ,Central Services, Accommodation and Catering Services,Works ,Student Affairs, Faculty Administration
  • To serve in an advisory role in respect of the whole range of the University’s activities to the Vice-Chancellor, the Pro-Vice-Chancellor, the Chairman of Council, Chairman of University Committees and to the University’s senior committees.
In addition to the above general management role, the Registrar’s direct administrative responsibilities include:

    • Secretaryship of the University Council and its Executive Committee and general administration of Council activities.
    • Attending to Legal Affairs
    • Negotiation and liaison with Government Ministries and external aid organisations, in respect of all matters and representation of the University to Ministries and other organisations.
    • Salary and conditions of service reviews.
    • Negotiations and contact with employee associations.
    • Negotiations and contact with the student body in general and the elected officers of the Students’ Union in particular.
    • Involvement in the preparation and submission of project proposals for new developments.
    • Administration of the whole range of the University’s staff development programmes including, in particular, the administrative staff development programme.
    • Control of the University Seal.

His 10-year higher education experience at NUST has provided him with the necessary grounding in handling the administrative and corporate issues at NUST having been Senior Assistant Registrar from May 2010 to February 2019. He was appointed Acting Deputy Registrar – Human Resources from June to December 2019 and became substantive in the same position in January 2020 till his appointment as the University Registrar in July 2020. He becomes the third Registrar in the history of NUST.    

Over the years, Mr Ngwenya has acquired professional training in Conflict Management, Equity Relations, Occupational Health and Safety Systems, while exhibiting knowledge and experience in HR strategic planning, HR policy development, employee relations, staff training and development as well as salaries and benefits. He has also been a key facilitator in various strategic planning workshops in both the public and private sector.
